Today we detected an instability in our Action service that started at 8:08am EST that happened only when the Trigger Unlock option is set.

As result, the system may have triggered multiple actions if new data arrived in the period because the system didn't lock as expected.

We were able to fix the issue at 9:18am EST.  Everything is operating properly since then, we will keep monitoring the system closely.
